It's an effort to tie all the loose ends together on the deal. In the presentation, Kehl discussed his partnership with the Riverboat Development Authority while letting them know that a deal with the city of Davenport still has some kinks that need to be worked out.

"The main issue is all about the split of that 8 1/2%, and how much the city will maintain and how much will the RDA maintain," said Kehl. "Once that's figured out, I mean effectively it all goes back to the community in one form or another so I think everybody realizes that and they just trying to figure that piece out."

The IRGC hopes that all parties in the deal can come to a compromise before their November 21st meeting.

Kehl has until October 15th to finalize a deal with the Isle of Capri, which owns the current Rhythm City casino.
