Some parents are concerned that students who attend the Wittenmeyer Learning Center in Davenport may be in a troubling environment.

Those who attend the school are either there because of behavioral issues or are living at the youth center because of unstable family conditions. Either way, parents are questioning whether or not students are learning and changing.

A cell phone video is the source of their concern. It shows a student acting aggressively with a bus driver.

It's this type of behavior, and being exposed to it frequently, that has parents worried that  students are not being rehabilitated.

"You go there in the morning and all you hear are f-bombs and kids getting ready to fight," said Lesley Felgenhauer, concerned parent. "Nobody is learning anything. How can anybody learn anything in this school?"

There are off-duty police officers who are on-site monitoring student's actions. They say if witnesses report an alleged crime it is filed with the Davenport police department.

Wittenmeyer school officials did not want to comment on these concerns.
