In Bettendorf, some may be paying the price for progress. To make way for a new road, some property owners are being told the city needs to use part of their land. That isn't sitting well with certain people.

About 18 months ago, the city started looking into buying sections of 18 properties. As of now, 15 have agreed to have their land bought out but the other three are being told that even though they may not want to sell, they won't have a choice.

This is under a clause called "eminent domain", a state law that says a land owner must sell their land to the city if it means progress for the town.

"I wanted damages because it is damaging the farm. It isn't going to be the farm it was before," Harry Ven Horst said. "I think the people that are dealing with this are not being real fair. I believe I have been fair."

The final decision on whether the Bettendorf properties will be taken under eminent domain will be made August 6th.
