Three months ago, city council members in the town of Morrison, Illinois passed an ordinance to drop the speed limit to 25 miles per hour almost everywhere in town. The city announced it will start enforcing the new speed limit on December 1st. Some say it's a chance for the city to make some more money, while others look at it as a way to keep people safe.
