After a violent shipwreck, billionaire playboy Oliver Queen (Stephen Amell, "Private Practice," "Hung") was missing and presumed dead for five years before being discovered alive on a remote island in the Pacific. When he returns home to Starling City, his devoted mother Moira (Susanna Thompson, "Cold Case," "Kings"), beloved sister Thea (Willa Holland, "Gossip Girl," "The O.C."), and best friend Tommy Merlyn (Colin Donnell, "Pan Am") welcome him home, but they sense Oliver has been changed by his ordeal on the island.

As Oliver slowly reconnects with those closest to him and tries to readjust to the privileged social world he used to know so well, he secretly creates the persona of Arrow – a vigilante – to right the wrongs of his family and fight the ills of society. Starling City has become a sharply divided town, with a small but all-powerful group of "Haves" controlling the struggling masses of "Have-Nots." As Arrow, Oliver is determined to restore Starling City to its former glory.

While Oliver hides the truth about the man he's become, he desperately wants to honor his father's dying wish to save Starling City from the rich and corrupt, and at the same time redeem himself with his ex-girlfriend Laurel Lance (Katie Cassidy, "Melrose Place," "Gossip Girl"). Laurel is a crusader for social justice, working as an attorney for the poor and powerless, and she hates Oliver for cheating on her with her sister Sara. Further complicating their relationship, Laurel blames Oliver for her sister's death, yet she cannot help the undeniable romantic feelings she still has for him.

Another member of the Lance family – Laurel's father, Detective Quentin Lance (Paul Blackthorne, "The River," "The Gates") – is determined to arrest and expose the vigilante known as Arrow who is operating in his city. Although he has not yet made the connection between Oliver and Arrow, Detective Lance hates Oliver and also blames him for Sara's death and for the sadness and disappointment he caused Laurel. Oliver is keenly aware that he has no greater enemy in Starling City than Detective Lance.

While Oliver takes great care to conceal the secret identity he turns to under cover of darkness, by day he plays the role of the wealthy, carefree and careless philanderer he used to be, flanked by the chauffeur/bodyguard, John Diggle (David Ramsey, "Dexter," "Blue Bloods"), who was hired by Oliver's mother, Moira, to keep watch over her son now that he is back where he belongs.

All the time, the mystery of what happened on the island is a constant question in the minds of Oliver's family and friends. What caused the shipwreck, how did Oliver get the horrible scars that he takes such care to conceal, how did he survive those years, and how did he finally escape from the island? These are not questions Oliver even wants to hear, let alone answer.

Meanwhile, Moira may know much more about the deadly shipwreck than she has let on – and she may be more ruthless than her family could ever imagine. Now remarried, Moira presents the perfect public face of a loving wife and mother, but behind the mask, she is truly a mystery to her family and everyone around her.

As Oliver struggles to rebuild the relationships with his friends and family members, he is also making his way into the heart of the evil and corrupt system that controls the citizens of Starling City. As Arrow, Oliver will atone for the past sins of his family while he searches for the personal redemption he needs.
